"Climate change is Code red. The nation and the world are in peril." said U.S President Joe Biden when he visited Queens, New york in the aftermath of the flood on September 7. He mentioned "Code Red", a warning for emergency situations in hospitals, emphasizing the danger of global warming and climate disaters. 

 

In fact, when hurricane Ida landed on Louisiana late last month, it was expected to weaken after making landfall just like other hurricanes. As it moved to northward, however, it gathered more clouds and brought heavy rain and tornados. On the flood that killed more than 60 people, the New york times wrote that hurricanes occur more frequently as a result of global warming, and as heated air contains more moisture, heavy rains became more intense.

 

When U.S President Biden visited the recovery site, he said that more than 100 million Americans were affected by extreme wheather this summer alone and climate change is an existential threat to American lives and economy. According to the U.S Federal Emergency Management Agency, more than 400 people died in floods, heat waves and wildfires in the U.S between June and August. Superpowers like the U.S are not exempt from climate disasters. 

 

Another Code Red warning came out a month ago. UN Secretary General Antonio Guterres appeald to countries around the world to stop greenhouse gas emissions. 

 

On the other hand, the Korean government and politicians are insensitive to these warnings. Presidential candidates are no different. Civil groups asked 19 prospective candidates about the post-coal era. Only 5 gave a specific anwer on the timing. Others showed support but five, including ......, remained silent on executing timing and nine, including ... , didn't share their views.

 

On the day that Biden spoke of Code Red, Christian leaders, including ..... , released an unusual joint statement. Regardless of politician and religion stance, they demanded people listen to the cry of the earth because now is a decisive moment. 

 

Climate disasters cannot be prevented by individual efforts such as using reusable tumblers and recycling waste. It is a problem to be solved by politics and ecomony. Politicians dreaming to become a head of state must start thinking about a climate promise that can encompass the government, businesses and civil society.

“기후 변화는 ‘코드 레드(code red)’ 상황이다. 전 세계가 위험에 처했다.”

지난 7일 뉴욕 퀸스의 수해 복구 현장을 방문한 조 바이든 미국 대통령이 한 말이다. 병원에서 화재 등 긴급 위기상황을 경고할 때 쓰는 코드 레드 용어를 들며 지구온난화와 기후재난 위험성을 강조했다. 사실 지난달 말 허리케인 아이다가 남부 루이지애나에 도착했을 때 여느 허리케인처럼 본토 상륙 뒤 금세 세력이 줄어들 것으로 예상했다. 하지만 북상하면서 더 많은 비구름을 얻어 폭우와 토네이도를 몰고 왔다. 60명 넘게 숨진 이번 홍수에 대해 뉴욕 타임스는 “지구온난화 영향으로 태풍 발생이 잦아졌을뿐더러, 더워진 공기가 습기를 더 머금게 돼 폭우도 심해졌다”고 전했다.

복구 현장을 찾은 바이든은 “올여름만 1억 명 넘는 미국인이 극한 기후에 타격을 입었다”며 “기후변화가 미국인의 삶과 경제에 실존적인 위협”이라고 경계했다. 미 연방재난관리청에 따르면 지난 6~8월 미국에서 발생한 홍수·폭염·산불로 400여 명이 숨졌다. 기반시설이 취약한 개발도상국은 물론 미국 같은 초강대국도 기후재난의 예외가 아니라는 얘기다.

코드 레드 경고는 한 달 전에도 나왔다. 안토이후 구테흐스 유엔 사무총장은 지난달 9일 각국에 온실가스 배출 중단을 호소하며 “인류를 위한 코드 레드”를 언급했다.

반면 한국 정부와 정치권은 이런 경고에 둔감하다. 대선 주자들도 크게 다르지 않다. 최근 시민단체들은 탄소 감축과 직결된 ‘탈(脫)석탄’ 문제를 예비후보 19명에게 물었다. 후보 중 구체적 시기를 대답한 이는 5명(김두관·심상정·이정미·박용진·장기표)에 그쳤다. 다른 후보들은 공감한다면서도 실행 시기에 침묵하거나(이재명·윤석열 등 5명), 아예 입장을 밝히지 않았다(이낙연·홍준표 등 9명).

바이든이 코드 레드를 말한 그 날, 프란치스코 교황(가톨릭)과 저스틴 웰비 캔터베리 대주교(성공회), 바르톨로메오스 1세 총대주교(정교회) 등 세계 기독교계 수장들이 이례적인 공동 성명을 발표했다. “신앙과 정치적 견해와 관계없이 지구와 빈자의 울부짖음에 귀 기울여달라. 지금이 결정적인 순간이다.” 기후재난은 텀블러 쓰기, 쓰레기 분리수거 같은 개인의 노력만으로 막을 수 없다. 결국 정치와 경제로 풀어야 할 문제다. 국정 책임자를 꿈꾸는 정치인이라면 정부·기업·시민사회를 아우르는 기후 공약부터 고민해야 하지 않을까.
